Carroll has been in charge of technical and sporting matters for the team since A1GP World Cup of Motorsport launched in 2005.
His appointment comes after former CEO, Ms Dana Cooper, chose to step aside at the end of the second season.
In addition to heading up the team as a whole, he will also be responsible for the promotion and organisation of the A1GP Durban, South Africa event, which has been one of the most successful A1GP meetings in the series so far.
'With the third season of A1GP due to start at Zandvoort in the Netherlands on 30 September, and South Africa again set to be on the event calendar, there is much to look forward to,' Carroll said. 'I am delighted to have been given this role and opportunity.'
